A nice eyeliner thats neat and has a nice effect is black eyeshadow and a wet eyeliner pen. I would probly go for that with the eyeliner... Im sure u can get silver/white thick eye pencils that would work and make ur eyes 'pop'. U cud try false eye lashes but thats long. I have this lancome masacra that white and u use that first then put ur mascara on that makes ur eyelashed really nice. Curl ur eyelashes too.
Liquid eye liner. On the top of your eye lids brush a bit of powder first and then apply white or silverish blue liquid eyeliner above eye lids. I cant really tell which color is on the top if its light blue or white. but use the black liquid liner for the rest. Should work.
I LOVE this look. I watched several videos on youtube on how to achieve this look. Just search youtube for cateyes or winged eyeliner
