Okay well first off, start with your cover up and make sure you really get your under eyes first because if you go straight for the liner and shodow that your supposed to apply on the bottom lids, it'll look uneven and it will look like you have dark circles under your eyes rather than that foxy undersweep look that you want. Well after that, start with some liquid liner on your upper lids. This will make your eyes appear bigger and depending on your eye color, it will make the pop out. After applying the liquid liner, put some pencil liner over it and blend it in. As for eye shadow, don't for the the heavy colors. Try a bronze or light grey shade. Sweep on your upper eye lid. On your lower lid, use a light colord eye liner pencil, preferrably rich brown. Draw under the eyelash crease and smear it a bit, so it blends. When you are done with that, use the same eye shadow to go back over it with a sweep, starting from you inner corner to the outer coner. Use your fingers to smudge that a little. Depending on what type of skin tone you have, you may have to use mulitiple shades of lightest to darkest. If you are fair skinned, go back over the eye shadow with a slightly darker yet significant color tone and smudge that. It's basically all about blending your colors from lightest to darkest. Experiment a little. Practice makes perfect.
it looks like she put black eyeliner only on the top and then a smoky grey thing going on at the eyeshadow ((put it on the bottom too if you want what is in that pic)) and you can find any of this makeup at drugstores everywhere ((but if you are not fair skinned this look wont do you any good because it was made for fair skin super model pale type)) so if you have a dark complexion it may not look right or as well as you had hoped! but overall it is a cute look!!

Apply eyeliner thickly to the top lid but none on the bottom. Use a grey eyeshadow to sweep across the lid and use a small angular brush to apply a thick line of grey to under your eye. Blend it and smudge it to get it a little smokier. Try glitter eye shadow for a bit more glamour. And don't forget the mascara!

Too hard to tell from the picture for my but it looks like she definitely smudged maybe some grey %26amp; black liner near her bottom lashes and it doesn't seem like she's wearing any mascara on her bottom lashes either. Mascara on the top and more eyeliner along the top rim (smudged).
you should take a grey color eyeshadow and rub it along your lash line then a little bit lower.

ok i know this!! i have done that before!! what you do is get some black or gray eyeshadow and make it really light looking a little below the bottom of the eye!!
lining the bottom lashes with grey eyeshadow then smudging it with a smudge brush





heavy mascara and eyeliner on top
